San Diego Opens 44 Medical Detox Beds for Homeless Residents

San Diego County and Father Joe’s Villages have opened 44 new medical detox beds for residents experiencing homelessness, dramatically expanding access to supervised withdrawal care in a city where drug-related deaths among unhoused people have been rising.

Prior to this expansion, only four Medi-Cal-funded detox beds existed in the city. It was a number widely seen as inadequate given the scale of substance use and overdose deaths among San Diego’s unhoused population.

Why Medical Detox Matters for Vulnerable Populations

For people dependent on opioids, alcohol or benzodiazepines, attempting to stop without medical supervision can be life-threatening. Alcohol and benzodiazepine withdrawal in particular can cause seizures and death.

Medically monitored detox ensures that trained clinical staff can intervene, manage withdrawal symptoms, and connect patients wffith medication-assisted treatment (MAT) when appropriate.

“This is an opportunity to really get to the foundational issues that people have been having,” said Deacon Jim Vargas, President and CEO of Father Joe’s Villages.

“They may cycle in and out of shelter beds, but if they have substance use challenges and that’s not being addressed, then they don’t really get any better.”

A Holistic 14-Day Inpatient Detox Model

The new program expands services for San Diego’s Medi-Cal population through a 14-day inpatient detox model that integrates primary care and mental health support.

This approach aligns with what addiction medicine specialists recognize as best practice: treating withdrawal not as an isolated event, but as the first step in a longer continuum of care.

According to the county, the program is designed to support long-term recovery rather than simply managing acute withdrawal symptoms.

After completing detox, patients are ideally connected with ongoing mental health services and eventually assisted with housing.

Notably, the program allows pets to accompany their owners, a barrier that often prevents homeless individuals from seeking shelter or treatment.

Detox Beds Are Just the Beginning

While the new beds represent meaningful progress with increasing addiction treatment access, Vargas acknowledged that hundreds more are still needed. According to the county’s latest quarterly report, drug-related deaths among people experiencing homelessness increased from 2022 to 2023.

In 2023, 11% of all drug-related deaths in San Diego County involved someone who was experiencing homelessness, with another 11% of unknown housing status.

Father Joe’s Villages created the new capacity by converting an existing program, a practical solution reflecting the urgency of the crisis.

“There are hundreds of individuals who most recently have died on the streets, and a good portion of them because of drug overdoses,” Vargas said.
