The division functions as the Local Addictions Authority for Washington County offering prevention programs, crisis response, recovery coordination and specialized services for pregnant and postpartum women struggling with substance use.

As part of the county health department, the division partners with community agencies to provide low barrier, evidence based support that meets people where they are in their recovery journey.

Harm Reduction and Peer Recovery Services in Hagerstown

The division’s core focus is harm reduction through its Syringe Services Program, which provides sterile syringe access, HIV and Hepatitis C testing, blood borne infection prevention, nursing services and Hep C treatment.

These free, confidential services eliminate traditional barriers to care for individuals at any stage of readiness.

Peer Recovery Services use a strengths based approach led by specialists with lived experience in recovery.

Services promote self determination and creative strategies for self empowerment, while the Crisis Services and Overdose Response team integrates care coordinators, peer support specialists, law enforcement and local medical providers to respond to community needs.

Recovery Coordination for Pregnant and Postpartum Women

The division offers specialized recovery coordination for pregnant women, postpartum women and women with children struggling with substance use.

This program addresses the unique challenges of maternal substance use during critical stages of pregnancy and early parenting with tailored support and resource connection.
