Naperville sits in DuPage County, one of the Chicago metro’s most populated suburban counties, and it has developed a meaningful infrastructure for addressing drug and alcohol use disorders.
All detox and substance use disorder (SUD) treatment facilities operating in the city must be licensed by the Illinois Department of Human Services (IDHS) through its Division of Substance Use Prevention and Recovery (SUPR).
IDHS/SUPR is the single state authority for SUD treatment oversight in Illinois, and its administrative code (Rule 2060) sets staffing, safety and patient care standards for every licensed detox program in Naperville and throughout the state.
DuPage County has invested heavily in local overdose response. The DuPage Narcan Program (DNP), launched in 2013 and administered by the DuPage County Health Department, has recorded over 1,400 overdose reversals and supplies naloxone to every police department in the county.
In 2024, DuPage County launched the DuPage Council on Strengthening the System for Mental Health and Substance Use Care, expanding on the earlier HOPE Taskforce model with $250,000 in annual county funding to support programs addressing both addiction and co-occurring mental health conditions.
Naperville also has Linden Oaks Behavioral Health (part of Edward-Elmhurst Health) as an anchor clinical resource, offering inpatient detox, outpatient programs and psychiatric services within the city. Multiple outpatient centers and IOP programs also operate locally.
