Hayward sits in southern Alameda County, directly between Oakland and Fremont in the East Bay.
Detox programs here are regulated at the state level by the California Department of Health Care Services (DHCS), specifically through its Substance Use Disorder Compliance (SUDC) Division, Licensing and Certification Branch. DHCS licenses all residential SUD facilities and certifies outpatient programs under Title 9 of the California Code of Regulations.
At the county level, the Alameda County Behavioral Health Department (ACBHD) contracts with and oversees the local network of publicly funded treatment providers serving Hayward and the surrounding communities.
The primary public safety-net entry point for the county is the Alameda County Substance Use Access and Referral Helpline, reachable at (844) 682-7215 Monday through Friday, 8 AM to 6 PM.
For immediate 24/7 withdrawal support, Cherry Hill Detox and Sobering Center in neighboring San Leandro (2035 Fairmont Drive) provides clinically managed detox under a DHCS license and accepts Medi-Cal, self-pay, and sliding-scale arrangements.
So what’s being done? California’s Proposition 1 (March 2024) marked a significant policy shift. The Behavioral Health Services Act and its accompanying $6.38 billion Behavioral Health Infrastructure Bond Act directed substantial new funding toward expanding SUD treatment capacity statewide, including across Alameda County.
Locally, ACBHD is also working with community pharmacy partners and the Alameda County jail system (Santa Rita) to expand access to injectable MAT for people involved in the criminal justice system.
